What is the Town Centres and Retail Study?

The Town Centres and Retail Study provides advice on planning policy for town centres and retailing in the East Riding. It is part of the evidence base for informing the East Riding Local Plan and includes a development strategy for town centres.

The focus of the study is on the 9 market towns of Beverley, Driffield, Hedon, Hornsea, Howden, Market Weighton, Pocklington, Snaith and Withernsea, plus Goole, Cottingham, Hessle and Elloughton/Brough. Detailed assessments have not been carried out in Bridlington because of the work undertaken by consultants in June 2006 in the Bridlington Retail Study which is informing the preparation of the Bridlington Town Centre Area Action Plan.

The Study comprises 3 volumes.

Volume 1

Volume 1 is the main study report and includes:

  • an assessment of existing town centre and retail provision
  • summary of a household survey
  • a health check of centres
  • a need assessment
  • identification of a hierarchy of centres
  • identification of development opportunities in the centres
  • policy advice for the Local Development Framework

Volume 2

Volume 2 is the appendices to the main study report and comprises:

Volume 3 identifies a number of issues and recommendations for improving the health and performance of particular town centres. It is split into two parts, with the first part providing the introduction and a policy context, and the second part sets out detailed recommendations for nine town centres.

Has the Town Centres and Retail Study been updated?

Yes. The 2009 study was prepared using expenditure base data and expenditure forecasts published by Experian in November 2007. These were the latest figures available at the time but pre-date the recession.

To take account of the economic downturn, as well as considering the latest retail planning consents, a supplementary report on need has been prepared. This has used more up-to-date expenditure forecasts.

A further update in 2012 was undertaken to provide an up to date picture of retail need by concentrating on three elements:

  • an update of the population and expenditure forecasts underlying the assessment of retail need;
  • an update of the capacity analysis for convenience and comparison goods for each centre/catchment area; and
  • a brief review of the policy implications of the new National Planning Policy Framework (NPPF).

Similarly, in 2013 an additional report was prepared to provide a further update of the capacity analysis in the April 2012 Update report. It focused on updating the population and expenditure forecasts and updated the capacity analysis over the Local Plan period to 2029 for each centre/catchment area.
